Por essa o nosso Lula não esperava. O Prêmio Nobel de Economia Paul Krugman afirmou que o Brasil teve um desempenho "formidável" durante a crise global, mas que o país continua a ser mais uma "esperança" do que uma certeza de crescimento.
"Todos conhecem a piada de que o Brasil é o país do futuro e sempre será. Ainda não vemos no Brasil o tipo de crescimento que encontramos na Ásia. Então, eu acredito que segue sendo uma esperança, e não uma perspectiva certa".

O DEUS ESTADO : UM RETORNO AO PASSADO?
Direto do ESTADÃO, seu editorial de hoje – cujo título é um excepcional “O DEUS ESTADO”, é a leitura de um passado que não deu certo. Será que, mesmo assim, retornará em 2010 essa ideia? Meu DEUS? Será que no BRASIl não aprendemos nem com os erros passados?
Explora-se com alguma competência a idéia tosca, ainda existente na população, de que o “Estado é do povo”, assim como suas empresas. Confunde-se o “estatal” com o “coletivo”, como se não existisse a expropriação privada do bem público pelo patrimonialismo, exercido de maneiras mais sutis ou escancaradas, como nas mordomias do Executivo e o nepotismo no Legislativo e Judiciário.
Com responsabilidade de governante, é verdade que Lula não tem brincado em serviço: embora não deva discordar que os opositores do novo modelo de exploração do pré-sal, de figurino estatizante, sejam adjetivados de “entreguistas”, apressou-se a permitir que a participação de investidores estrangeiros dobre no capital do Banco do Brasil, pois se trata da única forma de abrir espaços para ampliar a capitalização do BB.
Em recente entrevista à “Folha de S.Paulo”, a ministra Dilma tratou de criticar a idéia do “Estado mínimo”, pressupondo que haja alguém, no mundo de hoje, que ainda defenda um modelo de laissez-faire com tinturas do século XIX. A preocupação que se tem é com o “Estado máximo”, com o qual autoridades de primeiro escalão do governo parecem sonhar.
Em outra entrevista, esta de Lula ao jornal “Valor”, o presidente anunciou o envio ao Congresso da “Consolidação das Leis Sociais” — não bastasse o engessamento do mercado de trabalho, em prejuízo dos trabalhadores, causado por uma outra “consolidação”, a CLT getulista.
Mais uma vez: pode ser tática eleitoral — para atiçar a oposição a se colocar contra o “povo” — e também ideologia. Trata-se de outro princípio da “estadolatria”, pelo qual toda “bondade” precisa ser transformada em lei, para que o Estado imponha seu cumprimento. Uma ilusão, como demonstra a CLT, principal causa de a metade dos trabalhadores sobreviver na informalidade.
Mas não é só discursos. Há efetivos avanços do Estado sobre espaços da sociedade. Um exemplo é a tentativa da Anvisa de proibir e regular anúncios de alimentos e remédios, embora a própria Advocacia Geral da União diga ser esta função exclusiva do Congresso. Está claro que os estatistas querem tutelar uma sociedade que consideram imatura e despreparada para cuidar da própria sobrevivência.

ECONOMIA E ELEIÇÃO = MISTURA AZEDA
É evidente o teor eleitoreiro do anúncio, pois sequer o PAC 1 consegue deslanchar. Grande feito seria desatolar os projetos do Plano de Aceleração do Crescimento formalmente em vigor.
Os números: em 2007, dos R$ 16 bilhões reservados (empenhados) para o PAC, apenas R$ 4,5 bilhões, ou menos de 30%, foram efetivamente gastos; em 2008, o índice subiu para 60%; este ano, no entanto, o quadro voltou a piorar: até 21 de maio, passado quase meio ano, só foram empenhados 37,6% da dotação de R$ 20,5 bilhões, e pagos somente R$ 3,7 bilhões Mesmo assim, R$ 3 bilhões provieram do orçamento do ano anterior.
Embora nos palanques da campanha precoce de Dilma - mal disfarçados em inaugurações e visitas a canteiros de obras - uma das palavras de ordem mais propaladas seja "investimento", isto é o que menos há no governo Lula.
Aos números: em 2002, final da Era FH - quando se instalou a tendência de crescimento dos gastos à frente do investimentos e do PIB -, os investimentos públicos foram de 2,1% do PIB, pouco menos que no início do primeiro governo tucano.
Em 2003, ano inaugural da Era Lula, caíram para 1,5%, embora deva ser reconhecido que se tratou de um período de ajuste, por causa da crise deflagrada em 2002 pelo "risco Lula" . A economia se recuperou, mas não os investimentos, apesar de todo o discurso. Eles continuam a patinar na faixa do 1% do PIB.
As estatísticas do PAC explicam parte do cenário anêmico nos investimentos. O resto da explicação fica por conta da gastança no custeio da máquina e com o funcionalismo.
Tudo fica evidente nas contas públicas do primeiro semestre: o superávit primário desabou para 1,28% do PIB (foi 4,4% no ano de 2008), basicamente porque, ao lado da queda na arrecadação, as despesas correntes (pessoal e custeio) aumentaram 2,7% do PIB, enquanto os investimentos, o melhor meio para ser usado em políticas anticíclicas, cresceram apenas 0,1% do Produto.

KEYNES HOJE: NOSSO ESTADO GASTA BEM?
- Foi Richard Kahn, um aluno de John Maynard Keynes, que fez a pergunta que fazemos ainda hoje: É possível eliminar o desemprego mediante uma política de obras públicas? Brilhantemente, Keynes aproveitou a idéia criando o “multiplicador do investimento ou dos gastos.” Os argumentos de Keynes influenciaram e influenciam toda uma geração de economistas, passando o pleno emprego a ser um dos objetivos da macroeconomia.
- Recordo desse fato, lendo a Folha de hoje, quando diz que “entre 2006 e 2008, governadores e prefeitos ampliaram gastos com o funcionalismo público a taxas superiores à inflação. Enquanto a inflação medida pelo IPCA (Índice de Preços ao Consumidor Amplo), índice oficial de inflação, ficou em 10,6%, as despesas com funcionários do Executivo aumentaram 25,2% nos Estados e 26% nas prefeituras das capitais. O quadro é percebido nas administrações de governadores e prefeitos que fazem lobby por pacotes de socorro federal e incluem partidos como DEM e PSDB, que atacam a expansão da folha de pagamentos do governo Lula, de 26,2% nos dois anos. As justificativas ficam por conta da recomposição de salários defasados, da ampliação de serviços de saúde, educação e segurança e da valorização dos recursos humanos."
- É o que eu sempre penso: o Estado não é o melhor administrador de recursos que conhecemos. Será que não passou da hora do Estado gastar menos com uma turma que já ganha bem acima da média nacional e investir mais, de verdade, por exemplo, no próprio PAC?

Clóvis Rossi é um dos jornalistas mais respeitados no meio e em seu texto de 27/03/09 na Folha de S. Paulo, traz mais uma preocupação para os tempos atuais. Para os meus quase dois leitores, o título do texto é bastante sugestivo "Aquelas notas verdes". E como gostamos dela...
LONDRES - Editorial desta Folha demonstrava faz pouco a fortaleza do dólar, apesar de toda a crise, apesar de todo o colossal déficit externo norte-americano. Um número bastava: o mundo comprou no ano passado US$ 815 bilhões em títulos norte-americanos. Significa, grosso modo, transferir para os EUA três quartas partes de tudo o que o Brasil produz por ano de bens e serviços. Mas as coisas começam a ficar esquisitas. Primeiro foi o premiê chinês, Wen Jiabao, a desconfiar publicamente da solvência dos EUA. Depois foi outro líder chinês, o presidente de seu Banco Central, a sugerir a troca do dólar pelos Direitos Especiais de Saque (moeda contábil do FMI) como moeda de reserva do planeta.
Ontem, foi a vez de Andrei Denisov, vice-ministro russo de Exteriores, a endossar a proposta chinesa. Denisov foi além: propôs uma conferência internacional para estudar a adoção da nova moeda, o que, de quebra, já mina a cúpula do G20 marcada para dia 2
Em tempo: Atualizando a nota acima, o presidente Lula já propôs ao seu colega chinês Hu Jintao a utilização de suas respectivas moedas, real e yuan no comércio.(Não acredito na "quebra" do dólar, apesar do estado atual da economia norte-americana). A confirmar.

Once a leftist firebrand, brazil's president Luiz Inácio Lula da Silva turned to free-market liberalism and helped make his country Latin America's biggest economic success. Earlier this month he became the first Latin leader to visit President Barack Obama at the White House, and in April he'll head to London for the G20 summit on the global financial crisis. He met with NEWSWEEK's Fareed Zakaria in New York. Excerpts:
Zakaria:Your meeting with President Obama went longer than expected. What did you talk about?
Da Silva: We talked a lot about the economic crisis. We also decided to create a working group between the U.S. and Brazil to participate in the G20 summit meeting. I told Obama that I'm praying more for him than I pray for myself, because he has much more delicate problems than I. He left a huge impression on me, and he has everything it takes to build a new image for the U.S. with relation to the rest of the world.
You got on pretty well with President Bush. How are they different?
Look, I did have a good relationship with President Bush, it's true. But there are political problems, cultural problems, energy-grid problems, and I hope that President Obama will be the next step forward. I believe that Obama doesn't have to be so concerned with the Iraq War. This will permit him to explore the possibility of building peace policies where there is no war, which is Latin America and Africa.
You are probably the most popular leader in the world, with an 80 percent approval rating. Why?
Brazil is a country that has rich people, as you have in New York City. But we also have poor people, like in Bangladesh. So we tried to prove it was possible to develop economic growth while simultaneously improving income distribution. In six years we have lifted 20 million people out of poverty and into the middle class, brought electricity into 10 million households and increased the minimum wage every year. All without hurting anyone, without insulting anyone, without picking fights. The poor person in Brazil is now less poor. And this is everything we want.
There are people who credit high oil, gas and agriculture prices. Can you manage with prices going down rather than up?
The recent discovery of oil is very important, because part of the oil we find will help resolve the problem of poverty and the problem of education. Brazil does not want to become an exporter of crude oil. We want to be a country that exports oil byproducts—more gasoline, high-quality oil. The investments were calculated at the price of $35 per barrel. Now, at $40, we still have enough margin.
Critics say that during this period of high commodity prices, you did not position Brazil to move economically up to the next level.
This doesn't make sense. When I became president of Brazil, the public debt was 55 percent of GDP. Today it is 35 percent. Inflation was 12 percent, and today it's 4.5 percent. We have economic stability. Our exports have quadrupled. The fact is that the growth of the Brazilian economy is the highest it has been in 30 years.
Will Brazil's economy grow this year?
I'm convinced we'll reach the end of the year with a positive growth rate. But we did not foresee that the crisis would have either the size or the depth that it has today in the U.S. Now we need new political decisions that depend on the rich countries' governments. How are we going to reestablish credit, reestablish the American consumer and the European consumer? Now we have to prove we are worthy. I was even getting a little bit disappointed in political life. I've already had my sixth year of my term, and you start getting tired. But this crisis is almost like something—a provocative thing for us, to wake us up. It's giving me enthusiasm. I want to fight. The more crises, the more investment you have to make. So we're investing today in what we never invested in for the last 30 years, in railroads, highways, waterways, dams, bridges, airports, ports, housing projects, basic sanitation. We have to be bold, because in Brazil we have many things to do that in other countries were already done many years ago.
Last December you had a meeting of the 33 countries of the Americas except the United States. Why?
It seemed that the United States was pointedly excluded.We have never had such a meeting among only the Latin American and Caribbean countries. So it was necessary to have this meeting without super economic powers, a meeting of countries that face the same problems.
You've said you hope this crisis will change the politics of the world, to give countries like Brazil and India and China a greater say. What specifically—what power do you want that you don't have now for Brazil?
We want to have much more influence in world politics. For example, we want that the multilateral financial institutions not be open only to the Americans and Europeans—institutions like the IMF and World Bank. We want more continents to participate in the Security Council. Brazil should have a seat, and the African continent should have one or two.
You are regarded as a great symbol of democracy in the Americas. And yet some people say you have been quiet as Hugo Chávez has destroyed democracy in Venezuela. Why not speak out?
If Brazil wants a greater role in the world, wouldn't that be one part, to stand for certain values?Well, maybe we cannot agree with Venezuelan democracy, but no one can say that there is no democracy in Venezuela. He has been through five, six elections. I've only had two.
He has gangs out on the street. This is not real democracy.
Look, we have to respect the local cultures, the political traditions of each country. Given that I have 84 percent support in the public-opinion polls, I could propose an amendment to the Constitution for a third term. I don't believe in that. POLÍTICA + OU x ECONOMIA EM 2009
Estou curioso para conhecer os novos números das próximas pesquisas de popularidade do Presidente Lula. Hábil político, Lula tem conseguido afastar de si as complexas conexões e situações políticas de seus aliados, bem como, mesmo com a crise aqui em nosso Brasil, consegue posar de estadista com tipo de solução mágica para o povo entenda que aqui, graças a Ele, o problema inexiste.
Como brasileiro, é claro que torço para que o país consiga atravessar 2009 com resultados positivos. Porém, o otimismo governamental de um PIB elevado ao final do ano, parece que aos poucos está se moldando à realidade mundial. Meu otimismo, no momento, está que se chegarmos a ZERO% ao final de 2009, já ganhamos o jogo.
Até que ponto os efeitos da crise prejudicaram a popularidade presidencial em período quase pré-eleitoral é um desafio para nossos estudos diários, aliada a nossa preocupação de Lula deixar um país quebrado a um sucessor que seja seu adversário político.

LULA NO FINANCIAL TIMES - CAPITALISMO
É claro que não poderia deixar de postar o artigo do nosso Presidente Lula, publicado no Financial Times. Divergências a parte, tenho sempre o hábito de ler os dois lados da moeda. E penso que não pode ser diferente, até para poder conhecer o outro lado.

For me, capitalism has never been an abstract concept. It is a real, concrete part of everyday life. When I was a boy, my family left the rural misery of Brazil’s north-east and set off for São Paulo. My mother, an extraordinary woman of great courage, uprooted herself and her children and moved to the industrial centre of Brazil in search of a better life. My childhood was no different from that of many boys from poor families: informal jobs; very little formal education. My only diploma was as a machine lathe operator, from a course at the National Service for Industry.
I began to experience the reality of factory life, which awoke in me my vocation as a union leader. I became a member of the Metalworkers’ Union of São Bernardo, in the outskirts of São Paulo. I became the union’s president and, as such, led the strikes of 1978-1980 that changed the face of the Brazilian labour movement and played a big role in returning democracy to the country, then under military dictatorship.
The impact of the union movement on Brazilian society led us to create the Workers’ party, which brought together urban and rural workers, intellectuals and militants from civil society. Brazilian capitalism, at that time, was not only a matter of low salaries, insalubrious working conditions and repression of the union movement. It was also expressed in economic policy and in the whole set of the government’s public policies, as well as in the restrictions it placed on civil liberties. Together with millions of other workers, I discovered it was not enough merely to demand better salaries and working conditions. It was fundamental that we should fight for citizenship and for a profound reorganisation of economic and social life.
I fought and lost four elections before being elected president of the republic in 2002. In opposition, I came to know my country intimately. In discussions with intellectuals I thrashed out the alternatives for our society, living out on the periphery of the world a drama of stagnation and profound social inequality. But my greatest understanding of Brazil came from direct contact with its people through the “caravans of citizenship” that took me across tens of thousands of kilometres.
When I arrived in the presidency, I found myself faced not only by serious structural problems but, above all, by an inheritance of ingrained inequalities. Most of our governors, even those that enacted reforms in the past, had governed for the few. They concerned themselves with a Brazil in which only a third of the population mattered.
The situation I inherited was one not only of material difficulties but also of deep-rooted prejudices that threatened to paralyse our government and lead us into stagnation. We could not grow, it was said, without threatening economic stability – much less grow and distribute wealth. We would have to choose between the internal market and the external. Either we accepted the unforgiving imperatives of the globalised economy or we would be condemned to fatal isolation.
Over the past six years, we have destroyed those myths. We have grown and enjoyed economic stability. Our growth has been accompanied by the inclusion of tens of millions of Brazilian people in the consumer market. We have distributed wealth to more than 40m who lived below the poverty line. We have ensured that the national minimum wage has risen always above the rate of inflation. We have democratised access to credit. We have created more than 10m jobs. We have pushed forward with land reform. The expansion of our domestic market has not happened at the expense of exports – they have tripled in six years. We have attracted enormous volumes of foreign investment with no loss of sovereignty.
All this has enabled us to accumulate $207bn (€164bn, £150bn) in foreign reserves and thereby protect ourselves from the worst effects of a financial crisis that, born at the centre of capitalism, threatens the entire structure of the global economy.
Nobody dares to predict today what will be the future of capitalism.
As the governor of a great economy described as “emerging”, what I can say is what sort of society I hope will emerge from this crisis. It will reward production and not speculation. The function of the financial sector will be to stimulate productive activity – and it will be the object of rigorous controls, both national and international, by means of serious and representative organisations. International trade will be free of the protectionism that shows dangerous signs of intensifying. The reformed multilateral organisations will operate programmes to support poor and emerging economies with the aim of reducing the imbalances that scar the world today. There will be a new and democratic system of global governance. New energy policies, reform of systems of production and of patterns of consumption will ensure the survival of a planet threatened today by global warming.
But, above all, I hope for a world free of the economic dogmas that invaded the thinking of many and were presented as absolute truths. Anti-cyclical policies must not be adopted only when a crisis is under way. Applied in advance – as they have been in Brazil – they can be the guarantors of a more just and democratic society.
As I said at the outset, I do not give much importance to abstract concepts.
I am not worried about the name to be given to the economic and social order that will come after the crisis, so long as its central concern is with human beings.
